In this weeks Government Support Jobs newsletter we are featuring one of our employer: USIS. Headquartered in Falls Church, Virginia, USIS is the nation's leading security and information services provider, offering employment screening services, government security solutions, and risk management solutions to companies, government agencies and national security markets nationwide. We interviewed Mark Cusick, Director of Operations for USIS Facility Security Branch to discuss their construction surveillance technician (CST) program. Mark is a retired U.S. Army Counterintelligence Agent who has spent over 30 years in the security and investigations fields both in the public and private sectors.

Question: Mark, tell me about the construction surveillance program at USIS.

Answer: The construction surveillance service provided by USIS helps ensure the security integrity of U.S. Government construction sites worldwide and the quality/compliance of vendors by proactively deterring unauthorized material onto the construction site to ensure security anomalies or hazards are not being built into the facilities. This is one of our fastest growing sectors at USIS.

Question: Mark, what is the history of construction surveillance?

Answer: The need for construction surveillance arose from the building of a new U.S. Embassy in Moscow in the late 1980’s. A U.S. Marine Corp guard noticed a piece of construction rebar that was to light to be a real piece of rebar. After examination of the rebar by a technical surveillance counter-measure expert they found that it was a surveillance device disguised as a piece of rebar. The facility was inspected and found to be compromised so badly that a new Embassy had to be constructed.

All new construction projects for Embassy’s and other high value government facilities after the Moscow incident have construction surveillance technicians that provide oversight and inspections to ensure the facilities are not compromised during construction. USIS has been at the forefront of CST work since 1990.

Question: I understand that USIS is currently hiring over 20 CST’s per month. Is that true?

Answer: Yes. USIS is supporting several major construction projects for the Intelligence Community, Department of Defense and State Department. One of our current projects represents the largest single sensitive project being built in the world today. As the construction projects mature from laying the foundation to erecting the building our requirement for the number of CST’s required to monitor the project substantially grows. At this time we are hiring CST’s almost as fast as we can find qualified candidates.

Question: Where are these jobs located?

Answer: Most of these jobs are in the Northern Virginia area just outside of Washington D.C. We do have one ongoing project in Guangzhou, China.

Question: Mark, what qualifications do job seekers need to fill your open CST job positions?

Answer: At the entry level for a CST we are looking for people who have some construction background and a Secret clearance that is eligible for the Top Secret clearance. Any security background is a plus.

For the more advanced CST positions we are looking for people with 3 to 5 years experience as a former U.S.N. Seabee, U.S. Army Corp of Engineering, Technical Surveillance Counter-Measure expert or construction that have a Top Secret clearance.

Question: Mark, does USIS provide training for the entry level CST’s?

Answer: USIS has developed an In-house training program to build a cadre of CST’s that are qualified to perform domestic operations. Overseas deployments require Department of State training.

Question: Mark, one last question, what advice would you give to job seekers that are qualified and interested in these positions.

NOAA Releases Plans to Create
Jobs Using Stimulus Funds

On April 13th, the National Oceanic and Atmospheric Administration (NOAA) submitted to Congress its plan to invest $830 million from the American Recovery and Reinvestment Act (ARRA) in projects that will create jobs and strengthen the economy. "These proposed funds will put thousands of Americans to work while restoring our coasts and combating climate change,” Commerce Department Secretary Gary Locke said. “It reflects our investment in sound science and commitment to help strengthen local economies.”

NOAA plans to invest $230 million in operations and research for habitat restoration, $600 million for construction and repair of NOAA facilities, and $170 million on supercomputing and information technology.

The White House Announces the 2,000th Transportation Project Funded by the American Recovery and Reinvestment Act (ARRA)

The Obama Administration announced that the 2,000th transportation project has been approved under the recently passed economic stimulus package. "Just 41 days ago we announced funding for the first transportation project under ARRA and today we’re approving the 2,000th project," said President Obama.  "I am proud to utter the two rarest phrases in the English language – projects are being approved ahead of schedule, and they are coming in under budget."

The speed at which projects are being approved is good news for government transportation contractors and highway workers. The 2,000th project is in Kalamazoo County, Michigan.  The $68 million project involves widening of I-94 from two lanes both east and westbound to three lanes in each direction. ARRA provides a total of $48.1 billion in federal funding for transportation infrastructure.
