AMERICAN RECOVERY AND REINVESTMENT ACT UPDATE

Government agencies have begun issuing contracts as a result of the American Recovery and Reinvestment Act

In this weeks Government Support Jobs newsletter we are featuring one of our employers: Serco North America. Serco North America, headquartered in Reston VA, is a leading provider of professional, technology and management services focused on the federal government. Serco offers services and solutions for National Security and Intelligence, IT and Professional Services, Human Capital Management and Engineering and Logistics. Serco North America is a $1.3 billion dollar company that employs more 11,500 people across North America. We interviewed Paul Brennan, Director of Staffing for Serco North America. Mr. Brennan has spent the last 23 years of his career in the federal contracting sector in the human capital acquisition and management arena.

Question: Paul, what are your top recruiting challenges at Serco?

Answer: Let me mention two challenges that we face today. First, our recruiters do not suffer from a lack of resumes/candidates to review; in fact it is the opposite. We get so many resumes from multiple sources that there are too many to look at. The challenge we face is we need fewer but better matched resumes/candidates. Obviously this is a challenge Government Support Jobs is tackling.

Let me give you an example of what I am talking about. In one instance we had a job seeker apply to 268 open positions and they did not qualify for most of the positions. Taking a carpet bombing approach to applying for jobs makes the data overload problem even greater.

Second, is finding and hiring candidates that possess high level security clearances. We do recruit nationwide and are willing to relocate people for selected positions. This challenge is amplified in the greater Washington D.C. metro area because of the large presence of the intelligence community.

Question: Paul, how many positions are you trying to fill at any given time?

Answer: At any given time we have about 200 open positions with immediate start dates. Further, we have over 400 positions that will come available in a 30 to 60 day period based on contract and task order awards. Our goal for this year is to hire 4,000 people at Serco North America.

Question: How would you characterize the kind of talent you are seeking in the federal contracting sector?

Answer: Our requirement for professional talent is very diverse. We are looking for data entry, record management, cyber security and IT professionals. Further we look for system engineers, acquisition specialist, program and acquisition managers, logistic experts and training specialist.

Question: Paul, is there some specific programs or customers that represent an immediate opportunity for Government Support Jobs job seekers?

Answer: Yes. We have a substantial requirement to fill positions in the Columbia, Maryland area for an intelligence customer. The positions we are trying to fill include program, contract and acquisition management and subject matter experts in fields related to large acquisition programs. All of these jobs require TS clearance with a full scope polygraph.

We also have substantial opportunities in the area of logistics for the U.S. Army, Navy and Air Force customers. These positions are located all over the U.S. and include Dayton, OH, Tidewater, VA, Washington D.C. to mention a few.

Question: What advice would you give to job seekers looking for careers in the federal contracting community?

Answer: Be targeted in your approach to the job search. More is not necessarily better. Also, consider where recruiters get most of there leads from. Let me give you an example. At Serco North America about 35% of the candidates we hire come from employee referrals. 40% of the candidates we hire come from the web based career portals and job boards. The remaining 25% of the candidates we hire come from open house events, job fairs and search firms.

With that said, 1) leverage your personal and professional network. Have people in your network pass your resume on to folks looking for your kind of talent. 2) Leverage the web based career portal services but also look for those web based services that are focused on your industry interest that can help make you stand out against jobs that you are well suited for. And 3) attend targeted job fairs and open houses. Your resources are limited so target them wisely.
